AGENDA: from the Consent Agenda by a member of the City Commission. If an item is removed for clarification only, it will be discussed immediately following action on the Consent Agenda. 7. CONSENT AGENDA:

*A. Request for approval to piggyback Volusia County's Price Agreement with Ferguson Waterworks for drainage materials and supplies - Stormwater Division.

The Stormwater Division uses drainage materials and supplies for their stormwater projects. Ferguson Waterworks currently has a Price Agreement with Volusia County and has agreed to extend that pricing to the City of Deltona. Ferguson Waterworks is a partner of Advanced Drainage Systems and is the Sole Source distributor for their products for municipalities in Volusia County. The Stormwater Division spends approximately $75,000 annually on these materials and supplies.

*B. Request for approval to piggyback U.S. Communities/City of Charlotte/Mecklenburg County contract with Auto Zone - Fleet Maintenance Division.

The City of Charlotte/Mecklenburg County, North Carolina, in cooperation with U.S. Communities, was the lead agency in a cooperative bid for Automotive Parts and Accessories. The bid was awarded to Auto Zone. U.S. Communities is a nationwide purchasing cooperative designed to be a procurement resource for local and state government agencies. As a registered participant of the program, the City of Deltona has access to all of their contracts. The City of Deltona's Fleet Division would like to piggyback the contract between the City of Charlotte/Mecklenburg County and Auto Zone.

*C. Request for approval of piggyback from City of Port S. Lucie Bid for Cold Water Meters & Utility Appurtances - Deltona Water.

Deltona Water uses Neptune Meters which are compatible with the Deltona Water System and meet all of their requirements. Sunstate Meter & Supply, Inc. has agreed to allow the City of Deltona to piggyback the City of Port St. Lucie's Bid #20040043. The bid is good through March 16, 2010 with renewal options. Deltona Water spends approximately $110,000 annually on these meters.

*D. Request for approval to purchase from Infamation Technologies as Sole Source - Deltona Water.

The Water Department has a SCADA (Supervisory Control and Data Acquisition) computer network which controls the City of Deltona's 16 water facilities and wastewater facility. Wonderware software is currently used to operate this system. This vendor provides consulting services for the evaluation of the current SCADA software as well as emergency services and training. The vendor will provide a maintenance plan for the database and create backup files of the system along with other needed services to ensure the continued operation of the system. Infamation Technologies Group, LLC is the only authorized distributor in the State of Florida to provide this service.

*E. Request for waiver of fees - SE09-011, Pizza Ministries Teen Abstinence Event. - Application / Permit / Commission Policy

The City has received a request from Nick Pizza, President of Pizza Family Ministries, Inc. for waiver of the applicable costs and permit fee associated with the 5th Annual Campaign to Prevent Teen Pregnancy at Dewey Boster Sports Complex on Saturday, November 21, 2009. This event will culminate the week long scheduled events that are planned for "Deltona Days". Additionally, Mr. Pizza has indicated to staff that this event will begin at 2:00 through 5:00 PM.

The costs associated with the request for waiver of associated costs and in-kind services from the Parks and Recreation Department, Public Works Department, Fire/Rescue and Sheriff Departments include the following:

Parks & Recreation - $990.00
Fire/Rescue - $675.00
Sheriff's Dept. - No Fees
Public Works - No Fees
Total - $1,665.00

*F. Request for approval of Sole Source purchases from Ten 8 Fire Department.

The Fleet Division of the Fire Department utilizes Ten 8 Fire Equipment regularly to purchase Pierce parts and warranty services for the Fire Department vehicles and rescue trucks. Ten 8 Fire Equipment is the Pierce authorized dealership in Florida for Pierce parts and warranty services.

10. NEW BUSINESS: None.

A. Resolution No. 2009-38, Requesting the Volusia County School Board to develop an attendance plan for the 2011 School Year which would allow Deltona residents to continue to attend high schools within Deltona.

Due to the opening of a new high school in Orange City in 2011, the Volusia County School Board is in the process of changing attendance zones for several high schools in western Volusia County. The new high school "DDD" is located in Orange City. The attached proposed Resolution expresses support for keeping Deltona students in Deltona high schools and not transporting said students across I-4 to a high school outside our City boundaries.

The School Board will be considering a presentation regarding the re-districting on Tuesday, November 10th, and the Public Hearing and final Board action is scheduled for Tuesday, December 8th.
